To me it means that the court wants to hear Powell’s opinion as to when the Judge’s conduct has reached the point where he should be bounced off the case. I do not think they would be asking that unless some of them had an idea that the Judge was at that line, or had crossed it.

Which was not the play the Judge thought he’d bought a ticket for.

I think some of the deep staters like Sullivan are so eaten up with hate for President Trump that they are desperate and do foolish things.

Powell wasn't his attorney at the time, but Sullivan should have been removed or recused himself the day he blew up at General Flynn, and called him a traitor. I know he apologized afterwards, but the damage had already been done, and he should have been taken off the case. Sullivan's apology was to save face. It didn't change his negative attitude toward General Flynn, and he's continued to show that same negative attitude by refusing to dismiss the case as requested by DOJ. Sullivan has a vendetta against Flynn, fueled by the deep state. He's acting like a spoiled child who hasn't gotten his way.

It already has that.

Flynn May 19, 2020 Petition for Mandamus

Powell asked the Circuit Court to order the district court to assign another judge. Part IV, starting on page 31 goes into detail on Sullivan's action.

The DC Circuit panel denied the request to order reassignment. DC Circuit June 24 Opinion and Order, see starting at the bottom of page 11. Sullivan's conduct did not rise to a level that justifies reassignment.

It'll be a shocker if the DC Circuit decided to walk that back. The DC Circuit found that Sullivan's conduct during the trial was not such that it shows inability to render a fair judgment.
