Rhode Island is now considered a high-risk state and anyone traveling to or from the Ocean State will be required to quarantine for two weeks, produce a negative test result or face fines beginning on Friday, state health officials announced.
The Department of Public Health confirmed in a tweet late Tuesday afternoon that Rhode Island was removed from its lower-risk state list “due to increases in both RI’s positive test rate and cases per 100,000.”
Rhode Island is the first Northeast state added to Massachusetts’ travel advisory list, which requires anyone traveling from all but seven states to complete a travel form prior to arrival and either quarantine for 14 days or produce a negative COVID-19 test.
Travelers who do not comply could face fines of $500 per day

Covid hot spots keep appearing. Oh cynical me. Could someone be salting these areas with fresh COVID virus? It is possible and may well be provable with respect to keeping the fear going and continuing the closing down of the country.
I would like to know how many “positive” cases are symptomatic? That’s the important part; if 100 people test positive, but are asymptomatic, is there a problem? Do “they” know at what rate positive, asymptomatic cases actually infect people who test negative? The problem is, they know none of that, because they know so little about this disease. And what little we DO know, is probably unreliable, due to the dirty politics involved.

Always a per capita death rate among the highest states.
