The problem is Ethiopian officials went ahead with the filling even after it was agreed not to begin doing so until there was an agreement. Then they glouted ..”The river became a lake....the Nile is Ours!”

The US sided with Egypt along with others helping with the negotiations, but Ethiopia officials went ahead anyway. So this isn't exactly the way to achieve an agreement,.... further if I was Egypt or Sudan I'd wonder greatly if Ethiopia would even keep any agreement....which was everyones concern from the get go.
