I think you miss the point. California HATES the idea of private property. After they bankrupt all the landlords they’ll buy up the proerties for pennies and turn them into public housing. They’ll leverage that into destroying the property values of private homes until the state has a monopoly on housing and can assign it “according to need” or at least “according to Marxist social score”.

Marxist math doesn’t add up. Perhaps the state can run a scheme where they phony-up the books by paying property tax to themselves but that doesn’t garner them actual income.

I am not missing the point, if the California buys the destressed rental properties, whom will pay taxes to support their 'new' benefit? Actions such as you propose will drive any taxpayer and their business out of the state destroying the tax base.

California may want to become Communists but there are 49 other states to flee too.
