I imagine that his last officer efficiency rating was merely satisfactory. That means he will not see the rank of colonel and that he should quietly retire.
He deserves an unsatisfactory rating for what he did but that would be seen as retaliation. It would also mean being retired as a major instead of a lieutenant colonel.
