If she was born in India, then no, as far as I know. No one seems to care about this little law anymore after Obama.

The only ways one could be born in India and be eligible as a natural born citizen would be if 1) both your parents were American citizens and a) either that one or both of them were stationed there on official government business, or b) that the person’s mother gave birth while on a short-term vacation, “just-a-passing through.”
