Here is a case where the federal government could get involved and force the state to stand down.

A first amendment issue.

As long as the pastor practices health guidelines such as keeping distances and..yes face masks-although IMO they dont work, he must be allowed to carry on. They could hold several services to make up for those attending people.

Moreover, the state of CA is violating the equal protection issue by not enforcing its law to include ALL organizations and gatherings. What is good for one, is good for all.

Technically the pastor just provides the time and place. It's really up to the attendees how far they want to follow silly guidelines.
