Let it go to court.... The Federal Government can use the money that was cut off to launch a long drawn out court battle, meanwhile the city governments will hurt financially. The cities will feel pain very quickly, they are already broke.

The Federal Government has huge amount of funds to go after a person (recent history Flynn) or business, why not a city.

Launch investigation after investigation on those city mayors, ruin those mayors financially (like Flynn). Most of them are corrupt already.

"Pick the target, freeze it, personalize it, and polarize it. Cut off the support network and isolate the target from sympathy. Go after people and not institutions; people hurt faster than institutions."

Pick an easy target for the Mayor or Governor.
