Trump is giving the Demshevik mayors and governors multiple chances to do their legislated duties of protecting the citizens and arresting and stopping the violence and rioting.
But they won’t stop, and he knows this. Why won’t they do their duties? Because they are marxist revolutionaries and they not only want the violence and destruction to continue, they want it to engulf the entire country.
So, what is Trump doing here? He’s showing all the citizens and decent people of this country that he is doing HIS duty by asking the Demshevik mayors and govs to do THEIR duty.
When they don’t, then he can legally, constitutionally, under a National Emergency which we are still under, and/or use the Inuserrection Act, to use federal enforcement of the laws.
Reminds me of Mattis’ message to Iraqi leaders:

Beacause is basically “pleading” with these Demshevik maggots to ask for help if they cannot do their jobs. He knows they don’t want to do their jobs and won’t ask. So sooner or later he’ll use federal force and they will hate it but there will be nothing they can do to stop it. Unless they listen to reason and act on it, which guaranteed they will not.
