It's even worse than the letter says. It was just revealed that "Police" Chief Pazen ordered the few officers on the scene to evacuate and leave the peaceful pro-police crowd to the mob's attacks. The commander on the scene disobeyed the order and tried to protect them.
Pazen was hand picked by Mayor Hancock to be his puppet and he proving to be that in spades.
