Law enforcement and the courts will be on the sidelines and out of the way while people with grudges and payback WILL go after their adversaries whether they be their neighbors, their HOA/POA, journalists, lawyers, or pols.
No one wants a Civil War and thousands will perish before one officially kicks off.

In the suburbs maybe. Here in rural VA the HOA would be united and the sheriff would visit us and give us subtle advice on S3.
I think that is happening now in the cities with the increased shootings. Much of it is gang related. With the cops otherwise occupied or coasting, because they in an untenable situation, the already criminal class has notched it up.
