No, in a war the other side fights back!
A one sided war. The rioters, anarchists, local govt., population are all one and the same. Anyone living there gives tacit approval of the activities by voting communists into office and not protesting the anarchists giving them a virtual nod of approval. Need to give them 24 hours for those that want to leave the town and then close it down blockade style. No one in and no one out, no utilities, no supplies. Choke the communist snake. No conflict, no action except enforcing the no entry/exit. Have one surrender point for the ones that gave had enough. That entire town is nothing but a town sized CHOP zone.
I believe that we are at the insurgency phase.
