I believe one Twitter user was asserting that a threshold had been crossed when Antifa was declared a terrorist organization. At that point, certain rights are suspended and they can be detained if they are aiding, abetting or are themselves Antifa.
So who was behind it?

May be a false flag operation: in the video I saw, the Antifa suspect didn’t run and they didn’t seem to really cuff him before taking him to a car. Plus another Antifa guy was just standing around, plus the excellent view of the cameraman. Suspicious.
