The President has no law enforcement authority in any state without declaring a state of insurrection or rebellion (or invasion).
That he does not do so is incomprehensible.
So you advocate emptying all Federal prisons?

He does have the authority to protect federal offices and facilities. But he cannot have federal agents or assets go out on the streets and arrest people unless they are breaking a federal law.
