I tend to agree with the inside job speculation. The fire apparently was started in two different locations. It looks like how the fires were set was to make them most difficult to fight and to maximize damage.

An insider would have the best information how to do that.

Someone probably didn't want to deploy for awhile.

Not an inside job, but more likely complacency due to a different safety culture.
