I wonder if given the threatening litigation, it would have been that good deal more trouble than it was worth.
Yes, kicking out Communist spies and technology thieves is always too much trouble.
That may be part of it but there is a ton of confusion on campuses right now for students as it is..and the ones that are almost finished with their degree plans..new students applying are delaying coming...as most of the hose countries do not have open embassies or the means to process their applications.
