Yes. The tinfoil creates a Faraday cage which blocks radio waves. Your phone cannot connect to the nearest cell tower when in a Faraday cage. GPS tracking is also disabled.

It helps your phone brown nicely in the oven without drying out.

Might interfere with it, but I wouldn’t recommend using Mylar to block it, because Faraday cages (what you are trying to make) work on the principle of conducting electricity, and Mylar is a poor conductor. Better to use tin foil, or even just a mesh made of copper wire than a Mylar bag.
