That's not completely true. The California University System was running slush fund where vendors would refund unused contract amounts that instead of going back into the education fund were put into a Nancy Pelosi slush fund (run out of UC Berkeley). Someone from within the Cal State system likely dimed them out and the Feds cut the exact amount of the slush fund from the Federal funds.
All I know is this: President Trump threatened to pull funds to colleges and universities for their outrageous violence and suppression of Conservative speech on their campuses.

Maybe you know more than me, but from what I have read, none of what Trump threatened happened.

So it was left to federal agencies, who did nothing.
