Landscaping in general is probably a low viral risk occupation and hardly essential but the guy needs the $. He’s probably part of a large crew that all pile on the same truck and ride together in close quarters, share the same equipment, etc. What Kipp said a few posts up may apply as well.
In my area (filled with imported foreigners) many simply ignore common-sense practices (distancing, for example).
