Yes that’s pretty much the default opinion now; also when they call them “teens” or “youths” you don’t, as we say, have to look.
They’ve even been disingenuous with that, labeling 18- and 19-year-olds “teens” (which they technically are), but trying to give the impression it was younger kids horsing around instead of deadly adult perps.
