No the full court does not have to and normally wont take up a review. Exceptions exist though they are mostly in cases where the precedent or constitutionality is either undetermined or a lot closer to 50/50. In this case, I predict that the full court will NOT take up the case as the ruling follows existing precident.

However, the circuit court is filled with liberal activists who will likely be more than happy to go En Banc, you know, for the cause!
As was postulated, this creep has likely already canvassed the rest of that circuit courts members and already knows what the result will be, which is they will be happy to rehear the case.
If the full court declines, can he STILL delay it. When does this sh*t end?
All common sense would say that the full court would pass, but crazy things have happened in this case.
