Seems like everyone is testing positive but nobody is sick.

Herd immunity soon if everyone has it. Should decrease a 2nd phase if everyone has antibodies

I believe a lot of this is about trying to not have herd immunity occur before there is a vaccine. Already the researchers are concerned that herd immunity has spread to the extent that a vaccine could not be effectively tested.
