That’s what it will all boil down to eventually. A “historic compromise” will be reached after the pipeline agrees to give a couple of pennies/bbl to some social justice group the tribes control.
Not pennies, but direct funds in the millions of dollars to the tribal leaders who will, as they see fit, disburse the funds within the tribe (as long as the disbursements go to them and to close relatives), plus any per barrel amounts.
