Q: Can I carry at Stone Mountain Park?
A: Yes. GeorgiaCarry.Org filed a lawsuit against the Stone Mountain Memorial Association. As a result they no longer have a local ordinance prohibiting carry at the park for people with a valid Georgia Weapons License.

Theoretically everyone had to have a Georgia Weapons License to open carry in pubic. Color me doubtful, and I similarly doubt anyone was checking.

No, state law only requires a GWL to open carry a handgun (I know it's weird, Georgia allows pretty much eveything else without one). Wihtout the local ordnance, open carry of long guns is legal in Stone MOuntain park without a GWL.
BUt as you said, I doubt anyone was checking any of those people who may have had a handgun for their GLW.
