Whats changed is what they are calling a “case”. In the past only people who tested positive using the PCR test for active virus were counted. Now, they are getting the contact list from positive people and claiming everyone on their list as a “case” without any test confirmation. Also, they are mixing the antibody tests which show people who have recovered and are not infectious with people that are positive for the PCR test.
They are intentionally moving the goal posts to create the score they desire which is an economic collapse going into the election.
Who's "they". There may be some internet idiots doing this but the hospitals and state health officials aren't.
