This is also how they do it in American cities.
This whole thing is about MONEY; they are setting up additional de facto reparations (in addition to those they’ve been awarded for the last half century), but it is a hollow victory - they know in their heart of hearts too many simply can’t assimilate/function in the West. This is just about getting the best standard of living possible while serving as nothing more than spectators to others’ progress.
