The package contains over 100 individual amendments, with the ones the media is myopically focusing on resetting the term clock for the president. What they don't mention is that the office of the presidency is significantly modified (weakened in several ways). Others include permanently defining marriage as been one man and one woman, guaranteeing that any government pension (like SS) is indexed to cost of living, forbidding foreign bank accounts and/or foreign citizenship for civil servants (anti-corruption), and requiring that the president has never had a foreign citizenship and has lived in Russia for at least 25 years.
This was passed through a rigorous constitution process going back almost a year, and the vote was not actually necessary for validity under the current constitution, but Putin insisted that the people have a say. This thing was a slam-dunk in Russia. People consider it a much needed modernization, especially since the main constitution was passed in a hurry in a time of serious strife (1993).
lately, I've admired Russia more than my fellow Americans...
