No. If they want a holiday regarding emancipation, it needs to be Dec 6, when the 13th Amendment was ratified by a sufficient number of states.

The Emancipation Proclamation was a presidential proclamation and executive order issued by President Abraham Lincoln on September 22, 1862. It took effect on January 1 but that date is already taken as a holiday.

Why are they talking about making a national holiday ( Juneteenth ) that is at best a Texas holiday?
