It depends on what you mean by Capitol. If you mean the Capitol grounds around the House and Senate you are probably right. If you mean the city of Washington, DC. You are wrong. I know people who have legally licensed pistols in DC. I don’t think open carry is allowed anywhere.

Open carry is prohibited. Concealed carry is legal only with a permit. Keeping firearms in your house has been legal since the Heller decision.
