Well, if just the honest, hard-working taxpayers leave, then, there would be no tax-base and no tax collections, and those dependent upon the taxpayers would have no choice but to leave. If those who pay the bills leave, then, those who are left have no choice either and have to leave.

Besides, why are the honest, hard-working taxpayers working in a city and state which doesn't care about them?
