So yes, the President is pushing hard for a vaccine. He's directing the effort and we're all better off for his efforts. Deny it all you like, but he's flat stated this is his goal.

As to your link I heard him make those statements live at a press conference. He’s not ‘pushing’ vaccine development. Others are ‘pushing’ it. He’s repeating what they are pushing. He’s not blocking them, but he’s not pushing their proposals either. He’s merely deflecting the future failures they face.
From your link after 50%+ of unrelated remarks, the President finally states the following (I heard him say this live):

Now dissect:
“... the development of effective treatments AND vaccines ...”
He is repeating the vaccine line because there are those proposing it be done at’warp speed’ (which was done also in the Bill Clinton years resulting in approval of 7 drugs that ended up killing people). So ‘warp speed’ is not new, it’s a common refrain of those pushing pharma products that will boost their lame stock options and let them quickly retire rich before failure sets in. I am a direct witness to this behavior.
But President Trump will not refuse to sign off on rapid vaccine testing because if he does and things go south, he gets blamed for not allowing the ‘miracle vaccines’ to get through even though they are in reality ineffective and often harmful.
Trump will give them the rope they can hang themselves with.
Trump did not write the program for ‘Operation Warp Speed’. It was scripted for him. But he’s not going to stand in its way.
Out of 40+ paragraphs of his statement, less than half pertain specifically to the vaccine issue and of those there are items other than vaccines mixed into the statements.
The key clue to his real outlook was a remark made in response to a question during the press conference Q & A to which the unethical reporters and participants winced and turned pale. That remark said words to the effect:
“We will make every effort to make vaccines available TO ANYONE THAT WANTS IT”
“If people don’t want to take the vaccine, they don’t have to.”
The sentiment in these statements was buried by the fake news pack because they were told not to repeat it, why? Because Gates and his circle want mandatory vaccines and they will push with all force to make their vaccines mandatory. They want no record of vaccines offered as voluntary.
Shortly after this press conference, the President announced without warning he was taking a therapeutic regimen as a prophylactic and the fake press went into a rage. The President also remarked to friendlies in taped interviews after that he knew they would go crazy when he announced it.
The President is pushing therapeutics NOT vaccines. He knows what Gates et al are up to.

If what you're saying is correct, that will be reflected in his language. If you're talking about what others are doing and especially if you're expecting them to fail at it, your language will be covered in "they are doing X", "they want to see X", "they are trying to do X". Let's see what the reality is from President Trump, shall we?

Those are not the words of a man who is predicting someone else's failures. Those are the words of a man who is predicting his own future success. You may wish to believe that the President isn't working hard to provide the American people with a safe and effective vaccine. That's okay. Some people wish to believe that the Earth is flat, or that Joe Biden isn't suffering from dementia. If wishes were horses, beggars would ride.
President Trump WILL succeed in spite of all his doubters, as he has time and time again. They laughed at him when he entered the race. They laughed at him when he entered the primary debates. They laughed at him when he entered the general race. They laughed at him on election day (but not that night!). And here you are, laughing at him as he works to provide a vaccine for a disease killing hundreds of thousands of Americans. Laugh all you want; he'll prove you wrong too.

I’m a fan of preserving human lives. I support efforts to save lives. If it’s a question of whether I’m on the side of polio, smallpox, and pertussis, or on the side of the medical advances that have largely wiped out those terrible diseases, then you’re correct in that I am not on Team Disease. I’m on Team Humans.
