Unfortunately, most LEO's lack the consistent and repeated range time to stay proficient. It's usually a budgetary thing.

A couple of years ago I read a statistic that citizens present at shootings were at greater risk of wounds from LEO's than from criminals.

In any event, the lady may well hit her target with the first shot, but, after the recoil does a number on her wrist, all the rest will be random.

Brings to mind the 2012 Empire State shootings. NYPD shot a gunman and three bystanders at the Empire State Building. Three other bystanders were injured by bullet fragments.
