It sure is. I worked for the USPS and personally seen people fitted with the silver bracelets and lead out of the facility by Postal Inspectors for tampering with the mail. This useful idiot thought it was all shyts and giggles doing his masters' bidding dumping all that political mail. Not only will he be facing federal charges but he'll lose any pension he would've been entitled to.
