I think theres lots of measures in place to prevent it. For one thing, the states that have or are going to mail in ballots are the same Blue states Trump wont win... So blue states will use fraud to vote against Trump. So? That would happen anyway.
Red states, on the other hand, have plenty of voting rules that are much harder to break. And Florida has a Republican governor. Penna., Mich., Wisc. and Minn. will be the swing states that Trump could lose through fraud, but do you expect nothing will be done at all? (rhetorically asking)
I do believe Pres. Trump and his best people are putting into place a system to stop fraud, especially in those battleground states.
Who cares if California, Massachusetts, New York and Illinois uses fraud? He won’t win those states and doesn’t need them anyway. And any fraud found in them is a bonus to attack democrats/DNCMedia on their constant claim there is no voting fraud.
Agreed that DjT’s peeps will not let an election be stolen. Swing states are in his cross hairs.
However, the control of the house is key for a smoother 2nd term and there are numerous seats in blue states like California where harvesting could make the difference.
And a popular vote win accompanied by a strong EV win would send rebellious dems into their corner and force the party to come to grips with reality.
With COVID lockdowns, BLM, police defunding, and statue destruction I sense a much stronger popular vote than ‘16, and perhaps a few house seats gained.

The FEC should deny vote counts from any "sanctuary cities". Declare them highly suspect of wholesale fraud. That should defang the very aforementioned RATfraud hot spots.
A significant number of Rep House seats were lost in CA and NY in the 2018 midterms. They can be taken back in a larger turnout Presidential election. Voter fraud could decide those races. Reps easily held the NY-27 special election seat formerly held by Chris Collins. Ballot harvesting in CA must be countered by Reps doing the same thing.
Of course the problem with writing off the blue state fraud is that making gains in the House is even tougher.
The consequence would be the states which have converted their award of Electoral Votes to the winer of the national popular vote.
I was hoping Trump would gear his win to picking up the popular vote total so he could grab those mostly blue state votes, but the cut back on Rallies due to virus has put a damper on his prosletizing.
This article from 2018 says 11 states have made the pledge. Probably more by now. We need a current list. I think Va is on there and that would be a significant pickup in EVs

Once those mail-in ballots are "out of the barn" in the corrupt cities in the swing states, there's no way to close the barn door.
AB I dig your thoughts on fraud and the Presidential election Red vs. Blue and agree. However consider the fraud implications effecting the House and Senate races. Not good.
