What's unknown and missing from that table is exposures. There are many more exposures than cases, with an unknown number of those exposures producing antibodies. The antibody rate in NYC was 25% a month ago. It's pretty likely that almost all of the vulnerable people there have been exposed. They should just open up completely now.

Agree. But NY has decreased its testing significantly. I had the graph somewhere and will see if I can find it. Cuomo is playing political games.
