They can't pass laws and they don't control the appointment of judges and other constitutional officers. Once they are in control they can do all of that. Oh, and lawsuits. All lawsuits against politically protected people will be dismissed awarding attorneys fees to the defendant. The result will be so punitive that no one will bring lawsuits anymore unless against a person who enjoys white privilege.
