Hell, it was going on in mid-town Manhattan in the early 70s, right about the time of all the Weatherman bombings.
Except it was slicker... Urban League sent around four fellas very nicely dressed for business to small professional offices asking for donations to support the struggle for civil rights, one speaker and three silent gorillas built like NFL linemen to surround the target. Nothing chargeable even if caught on video.
