It never did. Under Stalin USSR had a constitution. The current Russian Federation has one now. That document has no ties to Communist ideology.

Thank you. So, The Communist Manifesto was more of a set of guidelines as opposed to a set of hard and fast rules. A worldview, if you will. Or a mindset?
