I actually think they have Sullivan painted into a corner.
That release of Strozk’s notes yesterday was done with a purpose. It’s telling Sullivan that there’s more where that came from. That his efforts to silence Flynn are ultimately futile. That if he cites him for contempt for violating a gag order in a case he’s been ordered to drop Trump will just pardon him for the contempt, and the info will be out there anyway (just like how they could not actually stop Bolton’s book). Continuing the stall tactics is pointless. THAT is the message that was being sent yesterday.
We'll now see just how fervent a Leftist anti-Trump pro-Obama swamp dweller and front line judicial activist fighter he is.

Sullivan is a tool/puppet who is clearly running interference for Obama. The really bad stuff has yet to come out but the recent release of Strzok’s notes are a taste of things to come. Sullivan is trying to keep the lid on it (on behalf of Obama in particular and the cabal in general) but, as you said, continuing the stall tactics is pointless now.
Obama will never be formally charged with anything but his legacy, such that it is, will be in tatters.
