There is concrete and rebar encapsulated inside the steel bollards, and it is set in a massive reinforced concrete foundation. The weekly report five a total of those two, and together they provide real strength.

Typo. It should read that the report GIVES Totals for those two (steel and concrete) The combination of those two materials, is an especially complementary mix. Concrete has exceptional compressive (weight bearing) strength, and steel has exceptional tensile (ability to withstand torsion or bending) strength. That combination can build structures never before possible.
Even a suicide driver could not ram a speeding truck through those bollards.
