No he didn't. Had he done is "research" by actually pulling on the loop, he would have realized it didn't tighten around his hand. It did not tighten because it wasn't a "noose". It is actually a Kreh knot.

It doesn't slip, and anyone bothering to pull on it would have immediately realized it won't tighten, and is therefore NOT a "noose."

What this guy did was go "OH MY GOD! THAT IS A NOOSE! EEEEEEEKKKKKK!!!!! IT'S A CRIME AGAINST HUMANITY!!! I MUST PANIC!!! I MUST SCREAM FOR EVERYONE TO NOTICE THIS HORRIBLE CRIME!!!!"

Why does the FBI keep calling it a “Noose”? You think they would specify that it was not a noose if it was not tied like a noose, or maybe the FBI doesn’t know their knots?
