They are calling anyone who goes to the hospital for any reason who also tests positive for CV a CV hospitalization.

Are you sure of that? I would think a positive CV test would get you counted as a CV case, but non necessarily a "CV-hospitalization" instance

Doesn't a "CV-Hospitalization" actually require hospitalization, rather than just consulation or out-patient visit?

Yes and people are admitted into the hospital every day for a variety of reasons - elective surgery, heart attack, etc. but now if they also test positive for CV it is being called a CV hospitalization.
