Did he say when? Does he have to do it before the people there even ask him to? Why let them choose both place and time? So they can do like Aidid in Somalia and keep the press handy? Why not make them wonder and then nail their leaders at their law firms or wherever, instead?

So what's your point. He didn't give a time table. He can let things play out and if things get really out of control, he can act. In the meantime, he has left it up to the local and state authorities. What is so darn difficult for people to understand?
