You are correct. But a national emergency to free up funds from FEMA, the Reds Cross support, and other agencies doesn’t authorize the president to take physical action of moving in troops. That is the job, by law, of each state to handle themselves until they can’t and have to ask the president for assistance. He has already offered to pay for national guard support sending them financially in on title 32 orders rather than title 10. This was done so the locals could handle it themselves....which they haven’t. Their Frankenstein monster is running throughout the country side. And what they are doing isn’t insurrection...yet. It is nothing because the locals won’t call it either criminal or rebellion/insurgency and try to stop it. So it is business as usual, nothing new. And that falls back onto the local officials, not Trump.
