Two reasons for officers to resign:
1) Some officers like to beat the crap out of perps, now they can’t.
2) Some officers are peaceful and humane, but perps want to beat the crap out of them.
Can’t win.
You make it sound like a 50/50 thing.
The number of cops that are rogue are tiny, less than 1%
The beatings will continue until morale improves!
There were people in the past who were beaten for resisting arrest so they got rid of the beating part but replaced it with the kid gloves treatment and neither are good responses.
So if mayors don’t want anyone shot in the back make it to where they don’t flee by having 5 years plus sentence for resisting arrest.
