And I imagine some are taking the route of continue working while desperately looking at new employment or continue working while waiting for a transfer to a saner, redder area to be a police officer in.

A much, much larger number resigned, however they have remained in place because they want the paycheck. Ask them to stick their necks out in an emergency and the response will be “Wait till I finish this donut.”
