It’s hard for them to move if no one wants to buy the house they moved from because it’s dangerous there now or if they lost it all because looters burned whatever they had.
It’s the wealthy and upper middle class generally who will leave for safer pastures and can do so without needing immediate employment and right now that isn’t a guarantee.
