That being said, I believe any citizen can ask their congress critter to send them a flag that flew over the White House.
I imagine they only fly an individual flag there once so they can have a supply of them.
It outrages me to know that this old hag’s heart continues to beat. If I outlive her, I will celebrate the day she is fed to the worms. I’ll eat a piece of fresh homemade apple pie on that day.

The honor guard for a veteran’s funeral is special, while not a veteran myself, I’ve attended many veterans’ funerals, including one for a friend KIA, and I have a passing understanding of the protocols. However, any person can request a flag for their funeral, whether or not a veteran.
A non-veteran would not receive the free flag and graveside honor guard services from the designated branch.
When you got your flag that had flown over the capital, was it folded into a triangle? Was it placed into a case like the one that Nancy presented to the family of George Floyd? The flags that I have seen presented to next of kin at funerals of veterans was folded there into the triangle. We had to buy our own case later.
Triangular folding is the “proper” and respectful way to fold a flag, and can be done any time a flag is retired - even if just for the evening, after taps. Boy Scouts can do it.
However it is not required. The number of flags flown over the Capitol is very large, and for that reason I believe they are folded onto a rectangle, primarily for convenience and packaging.
