The closest NYC can get, if they want to ‘get back to normal’ is what cities in Asia are doing, which is universal mask usage in public places, temperature checks, and more. And that’s because NYC’s ‘normal’ is no different than that of the packed-in Asian cities (particularly regarding transit).
Short of that, they’ll have to deal with huge numbers of deaths, again and again.
