Without a legally authorized police presence, uncontrolled community militias will spring up, the people will then fall back to the natural order of tribalism with many conflicts between them, and eventually a strong Hitler-type leader will bring most of them together to eliminate the weak. Then everyone become a slave to the state - to the leader.

Minneapolis will become even more “Little Mogadishu” and be a larger, more formalized version of “CHAZ”, but sustained by city and state resources such as electricity, water hookups, shipments in of groceries, etc. Thus an American city will be taken over by Sharia law and muzzlimes and become a locus of TROUBLE for surrounding areas and the rest of us.
